ApacheFopFactory initialize font base url to default value independently of <font-base> tag in fop.xconf

After patch, font base url will be initialized to default if there is no <font-base> tag (or it is empty) in config file.
I propose to add fop.xconf from fop distribution to framework/widget/config as well.
This file not affect existing reports and well commented.

This issue doesn’t very important but it not duplicate JIRA-1110. Second
patch still there and not applied. This patch correct an error in
ApacheFopFactory class.
