Dev - create new customer

Hi folks,
  I'm getting this error when I try to create an account in the
ecommerce app.  This error occurs after submitting the form (and
everything is filled out properly).  I don't understand the error
message so if anyone could shed some light on it I'd appreciate it.
  The really strange thing is, I'm looking for the code that
implements the createUserLogin service and can't find it anywhere.
There's a createPerson service, but nothing for createUserLogin,
although it's called from createPersonAndUserLogin...?

Party with specified party ID exists and you do not have permission to
create a user login with this party ID. calling service
createUserLogin in createPersonAndUserLogin calling service
createPersonAndUserLogin in createCustomer

This is probably a side effect of placing an anonymous order and then  
in the same browser session trying to create a new used. I think this  
has come up before though I don't know if it was ever resolved. Is  
this in the latest version/revision of OFBiz?
