Test ofbiz as production server for commits

I put forward that the goal of ofbiz it to run as a production server.
towards that goal all testing and code should be reviewed as if it was
run on the production server.
For instance based on  this production install

there is no admin partyID or login associated with admin partyID.
so any processes that check for admin login or use admin login will fail.
