Replacement Order against "Wait Replacement Reserved" Return is not being shipped

When a "Wait Replacement Reserved" Return is Accepted, a replacement order is created in Held status.  When the return is received, this replacement order is moved to Approved status.  But order items are still in created status, which causes the order to not being shipped.

This is recently introduced functionality.
So will only become part of trunk and will not be ported to the Release Branch 9.04.
