i looks like that is true.. but now I have another question:

Do you mean from the drop down box at the top right of the page?
Simply uncomment (and configure) the line: locales.available=... in the framework/common/config/general.properties file. There isn't any locales.availabe in my general.properties file.. Which OFbiz rev are you running?
This parameter is a new addition (from Hans Bakker) and it's not available in versions older than last week: you should update your local copy.
