Hi

A new JIRA issue which SEEMS to fix the USPS Rate Estimator is now
uploaded:

It makes one very significant change to an httpclient Get call separator
from & to & which may not be appropriate. It also "seems" to support
other product units of measure, as long it is ounces. Ok... my patch may
now only work for ounces... (smile)

I'm hoping to add support for international mail, and find a way to
disable the estimator during a failure in the future.
