saveProductPriceChange review of operation

seems to me if a price gets changed that the saveProductPriceChange
should put a Thru Date for that price in the Product price for the price
that got changed.
Now the price stays in the ProdcutPrice so you many have many prices of
one type after many price changes.

That's not the purpose of that service or the entity that it relates
to.  ProductPriceChange is just recording the price changes to a
specific ProductPrice record.
